The law
Since Germany´s Closed Substance Cycle and Waste Management Act was passed in 1996, manufacturers (e.g. automotive and parts manufacturers and importers), distributors (e.g. automotive parts dealers and importers) and waste producers (e.g. automotive workshops) have been jointly obliged to ensure professional and environmentally compatible recycling and disposal of the waste occurring following use of their products.
The European Parliament adopted the EU End-of-Life Vehicles Directive in autumn 2000, and Germany was the first country in Europe to transpose it into national law - in the form of the End-of-Life Vehicles Ordinance, which came into effect on 1 July 2002. In all other EU countries, there are express calls to establish a ubiquitous system for taking back end-of-life vehicles and used parts from vehicle repairs.
